Thai junta party takes shock lead in first general election since 2014 coup

Sunday's election was held under new laws written by the military to smooth its transformation into a civilian government.

While it had set the rules of the game in its favour, analysts had not expected the party to win the popular vote, given mounting anger at junta rule and due to the enduring popularity of Pheu Thai, the party of ex-premier Thaksin Shinawatra.

The army-linked Phalang Pracharat party, which wants junta chief Prayut Chan-O-Cha to return as premier, gained more than 7.3 million votes with 91 per cent of ballots tallied, according to the Election Commission -- nearly half a million more than Pheu Thai.

The EC said it would announce full results on Monday, including the numbers of lower house seats won by each party.

The election pitted a royalist junta and its allies against the election-winning machine of billionaire Thaksin -- who was toppled in a 2006 coup -- and featured an unpredictable wave of millions of first-time voters.

There was a high turnout as voters flocked to schoolyards, temples and government offices across the nation, their enthusiasm fired by years of denied democracy.

The junta has pledged to rescue the kingdom from a decade-long treadmill of protests and coups.

The election commission's announcement late Sunday diminished prospects of a pro-democracy alliance nudging it from power. But still supporters clung on in hope.

"Let's wait until the counting is finished," said Savitree Yodchomchin, 58, outside the Bangkok headquarters of Pheu Thai party, where a party atmosphere earlier among the cluster of supporters had soured.

"I am anxious," said Wipa Ployngam, 53, a supporter of the anti-junta Future Forward party.

"I'll stay here all night until everything becomes clear." Fears of the potential for foul play ricocheted across social media as results came in -- a reflection of the lingering mistrust between rival camps, and disbelief that a much-pilloried junta could have won a popularity contest against Pheu Thai.

"Thai people come to vote because they want change," said Somkid, 64, a Pheu Thai voter who gave only one name.

"If there is any vote rigging there will be protests."

Sunday's crunch vote was foreshadowed by a cryptic last-minute warning from King Maha Vajiralongkorn to support "good" leaders to prevent "chaos".

Thailand is a constitutional monarchy and the palace is nominally above politics. But the institution retains unassailable powers and is insulated from criticism by a harsh royal defamation law.

The day was framed by the palace statement, which added further intrigue to an election that repeatedly threatened to tip into chaos before a single ballot was cast.

It reiterated comments by late king Bhumibol Adulyadej from 1969 calling for voters to "support good people to govern the society and control the bad people" to prevent them "creating chaos".

While King Maha Vajiralongkorn gave no further clues as to who those "good people" might be, the phrase  -- "khon dee" in Thai -- is habitually attached to royalist, establishment politicians.

Another royal command in February torpedoed the candidacy of the king's elder sister Princess Ubolratana for prime minister of a party linked to Thaksin.

That party was dissolved earlier this month, crippling the Shinawatras' electoral strategy.

Thaksin has lived in self-exile since 2008, but he looms large over Sunday's election. His affiliated parties have won every Thai election since 2001, drawing on loyalty from rural and urban poor.

Junta chief Prayut toppled the civilian government of Thaksin's younger sister Yingluck in 2014.

The army and its allies in the Bangkok elite loathe the Shinawatras, accusing the clan of toxifying Thai politics and society with money, nepotism and graft.

The Shinawatras say they have simply recognised the economic and democratic aspirations of Thailand's majority.

In Bangkok Sudarat Keyuraphan, a Pheu Thai prime ministerial candidate, said the party was eyeing a coalition but vowed "we will not join" any supporters of Prayut.

But with 250 votes of the appointed senate in hand, Phalang Pracharat needed just 126 lower house seats to secure a parliamentary majority, even if it does not carry the popular mandate.

If the early results play out on Monday, it appears set to comfortably cross that line.

Pheu Thai needs 376 lower-house seats to command an overall majority.

The telegenic 40-year-old billionaire Thanathorn Juangroongruangkit and his Future Forward party were also set for a strong showing, taking over five million votes for their acerbic anti-junta positions.

Thanathorn's social media pull appeared to have carried into the polling as his party galloped ahead in several Bangkok seats.

But it was gloom for the Democrats, Thailand's oldest party, who looked on course for a drubbing, prompting their leader Oxford-educated Abhisist Vejjjajiva to resign late Sunday.

India raises with Pakistan abduction of two Hindu girls in Sindh

External Affairs Minister Sushma Swaraj has asked Indian High Commissioner in Pakistan to send a report on incident where two minority Hindu girls were abducted on the eve of Holi in Sindh province.

The teenaged girls, 13 year-old Raveena and 15-year old Reena were allegedly kidnapped and forcibly converted to Islam in Ghotki district.

The incident has led the Hindu community in Pakistan to stage massive protests, seeking stern action against the perpetrators and reminding Pak Prime Minister Imran Khan of his assurance to religious minorities to protect their rights.

Meanwhile, Pakistan Information and Broadcasting Minister Fawad Chaudhry, in a tweet, said it is his country's internal issue.

Replying to Chaudhry's tweet, External Affairs Minister Sushma Swaraj asked him if giving data on abducted Hindu girls is making them nervous. She attributed the nervousness to a guilty conscience.

Arun Jaitley hits out at Congress through his FB post

He blamed the party's current travails on its dynastic character, driving home his point with the mention of one major drawback all such parties have.

He wrote, "If the current generation of the party is competent, charismatic and enjoys popular confidence, the dynast can pull-off major victories. There is an incentive in the party to rally behind him.

However, if the current generation dynast is lacking in charisma, understanding and popular confidence, the crowd around the family gets increasingly frustrated."

US to host Chinese trade delegation starting April 3

White House press secretary Sarah Sanders said President Donald Trump is sending US Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin to Beijing starting next week, joined by deputy US Trade Representative Jeffrey Gerrish and other senior Trump administration officials.

Vice Premier Liu He and other Chinese officials meet with officials in Washington starting April 3, Sanders said.

The trade dispute began last year after the US made several complaints, including that China was stealing US trade secrets and was forcing companies to give them technology to access its market.

Trump imposed tariffs on USD 250 billion of Chinese imports, about half what the United States buys from that country.

China retaliated with tariffs on about USD 110 billion of US items. China's commerce ministry had previously said Lighthizer and Mnuchin would be in China for the eighth round of trade negotiations.

The scheduled talks suggest the two sides believe they can make at least some progress. Trump said at the White House that, "Talks with China are going very well."

Administration officials say they speak with their Chinese counterparts on a nearly daily basis.

Business lobbyists say that a key sticking point is what type of enforcement mechanism will be included in the agreement.

The Trump administration, they say, wants to have the option to impose tariffs on Chinese goods if China doesn't abide by the terms of the pact.

The US also wants China to promise not to retaliate against those tariffs. Still, business groups say the talks are making progress.

IPL 12: All eyes on Warner as Sunrisers eye winning start against KKR today

Under Warner's captaincy Sunrisers won their maiden IPL title in 2016 and in 2017 he was the leading rungetter for his team.

But the Australian opener missed the last IPL because of last year's infamous ball tampering episode in Capetown, and is set make his IPL comeback along side Steve Smith. Warner will be the most scrutinised player for Sunrisers this season after he was banned for a year over his role in the ball-tampering scandal. While Warner and Smith were banned for a year, young Cameron Bancroft was left out for nine months for his role.

And come this year, both Warner and Smith would be hoping to make an impact for their respective IPL sides.

Even as his international ban will end on March 28, the left-handed opener is eligible to play in the franchise league and would be hoping to get into his zone to stake a claim in Australia's World Cup squad. Warner went under the knife for an elbow injury in January during the Bangladesh Premier League but made a successful comeback for his Sydney club Randy Petes with a 77-ball century in a one-day game earlier this month.

Kane Williamson, who led them to runners-up finish in the Aussie's absence last season, will continue to captain Sunrisers, a team that is known for its depth and variation in bowling. While Bhuvneshwar Kumar will lead Sunrisers pace department, Afghanistan's Rashid Khan will be in charge of the spin attack.

Sunrisers have traded in Vijay Shankar, Shahbaz Nadeem and Abhishek Sharma for Shikhar Dhawan, but the it remains to be seen how they overcome the Indian opener's departure. In KKR's camp, skipper Dinesh Karthik will look to make most of the IPL opportunity to get the selectors' attention.

Taking charge of the team after Gautam Gambhir's exit, Karthik led KKR to third place finish following their loss to SRH in the second eliminator last year. KKR have roped in Carlos Brathwaite to go along side Andre Russell, Sunil Narine as they would look to reinforce their batting firepower with Chris Lynn.

Team (from): Kolkata Knight Riders: Dinesh Karthik (c), Robin Uthappa, Chris Lynn, Shubman Gill, Andre Russell, Carlos Brathwaite, Sunil Narine, Piyush Chawla, Kuldeep Yadav, Nikhil Naik, Joe Denly, Shrikant Mundhe, Nitish Rana, Sandeep Warrier, Prasidh Krishna, Lockie Ferguson, Harry Gurney, KC Cariappa and Yarra Prithviraj.

Sunrisers Hyderabad: Kane Willilamson (c), Manish Pandey, Martin Guptill, Ricky Bhui, David Warner, Deepak Hooda, Mohammad Nabi, Yusuf Pathan, Shakib Al Hasan, Abhishek Sharma, Vijay Shankar, Sreevats Gowsami, Jonny Bairstow, Wriddhiman Saha, Siddarth Kaul, Khaleel Ahmed, Bhuvneshwar Kumar, Rashid Khan, Basil Thampi, Billy Stanlake, T Natarajan, Sandeep Sharma, Shahbaz Nadeem.

Match starts: 4pm.

IPL 12: CSK begin with a bang as RCB get caught in Harbhajan-Tahir spin web

On a tricky pitch that assisted slow bowlers, RCB were shot out for 70 in 17.1 overs, a target that CSK achieved in 17.4 overs.

RCB in defeat maintained their inglorious record against CSK and also had the ignominy of ending with the sixth lowest total in the league.

Skipper Mahendra Singh Dhoni's move to open with Harbhajan (3/20 in 4 overs) paid rich dividends as he removed rival skipper Virat Kohli (6) in the fourth over and RCB never recovered from that early blow. Dhoni's reading of pitch was immaculate as a top score of 29 from Parthiv Patel was a testimony to that and the time that CSK needed to score the runs.

Once Harbhajan's finger spinners had inflicted a telling damage on the psyche of the RCB line-up, Tahir tormented the visitors even more with his googlies that killed the contest in the first half.

With so much assistance for spinners, Ravindra Jadeja wasn't going to be left behind, finishing with 2/15 in 4 overs. Having gauged the pace of the pitch, Harbhajan altered the length of his deliveries effectively and also reduced the pace at times to trouble the batsmen.

There are times Harbhajan dropped his length but the slowness of the track made batsmen indecisive. While he was lucky as his off-break dropped short but Kohli's mistimed pull-shot was taken by Jadeja at mid-wicket boundary. Moeen Ali slog swept Harbhajan for a six but that was all that he could manage with a length delivery stopping on him as he tried to check his drive and loopy return catch was gleefully accepted.

AB de Villiers (9) wanted to hit out of trouble and was first dropped by Imran Tahir and off the very next ball was caught by Jadeja at mid-wicket boundary. With Shimron Hetmyer (0) getting run-out needlessly, RCB were in the dumps even before halfway stage.

It was the perfect platform for Tahir and Jadeja, who were unplayable with the pitch offering reasonable turn and it only helped that the lower-order's confidence was shot to pieces. Captains Mahendra Singh Dhoni and Virat Kohli expressed their dissatisfaction over the slowness of the Chepauk track.

"The wicket looked much better than it played. We though 140-150 would be an ideal score. A scrappy sort of start but either team would have struggled batting first." Dhoni, who had correctly assessed the track at the toss said that any genuine spinner will do well on this track. "80, 90, 100 is really low-scoring and if you have geniune spinners in your line-up you can create a lot of trouble. We need to score runs as well, ours is a batting attack where batsmen like to play their shots and you can't control the toss which means that we might have to bowl first in matches as well," he added. "Other teams have good spinners as well and this isn't the pitch we are looking forward to," the CSK skipper said.

For Kohli, the relief was that a match like this happened at the start of the tournament. "No one wants to start like this, but it's good to get a game like this out of the way - this early in the tournament. We spoke of trying to be in the game, taking it to the 18th over was nice to see," the RCB captain said. "The batting wasn't good, it wasn't easy to bat on, looked much better surface though, I thought 140-150 would have been an ideal score, especially with dew expected later on. "A scrappy start to the league, but I don't think either team had control over it, the pitch was under the covers for 4 days, but we should have batted better, 110-120 would have been a fighting score," he said.

The way each batsnmen reacted to Tahir's googlies was different.

Left-hander Shivam Dube (2) didn't read the googly and edged to slips. Navdeep Saini padded one in his intent to defend while Yuzvendra Chahal was holed out at deep square leg trying to hit out of trouble. Pathiv Patel (29) was the top-scorer and the last man dismissed but hardly looked convincing.

The pitch wasn't an easy one to bat on but 70 was too small a total to defend for RCB even though they stretched CSK for nearly 18 overs.

Suresh Raina (19) didn't score much but he did complete 5000 runs in IPL when he reached an individual score of 14. An IPL 'legend', Raina is the first player in tournament's history to achieve the feat.

Clean-up begins after Mozambique cyclone; toll exceeds 400

One young mother, Mimi Manuel, 26, sat on the floor with her four children, the youngest just one year old.

Families were cooking food using wood chopped from trees ripped from the ground by the storm, as toddlers played around battered school desks. The families come from the nearby community of Praia Nova, which hugs the sea from where the cyclone came.

Steel-sheet roofs were blown off and walls of rough cement and loose bricks collapsed on people who had been told to stay inside by the authorities.

At the city's central morgue, Mika Masseera, 56, mourned the death of his mother. Sumbo Mufucho, 73, died after clinging to a tree for two days as floodwater surrounded her. She was rescued and taken to hospital but died soon afterwards. On Saturday (March 23), her closest family lifted her coffin on to an open-top white truck and drove to one of the city's cemetery.

The number of people killed in Mozambique after a cyclone tore through southern Africa and triggered devastating floods has risen to more than 400, a government minister said on Saturday, as the United Nations warned of the risk of further flooding.

Thai parties hold final campaign rallies before election

The polls follow five years of military rule that began with a coup during a long-running battle for power between supporters and opponents of exiled former Prime Minister Thaksin Shinawatra, who was ousted by an earlier coup in 2006.

The main parties' prime ministerial candidates spoke at rallies in stadiums in Bangkok, the capital. They included Prayuth Chan-ocha, who heads the current military regime, and Sudarat Keyuraphan, representing Thaksin's political machine, the army's main antagonist.

The most powerful anti-Thaksin party is Palang Pracharath, seen as a proxy for the military. Prayuth, Its candidate, led the 2014 coup that ousted a government led by Thaksin's sister, Yingluck Shinawatra. Prayuth served as junta chief and prime minister in a regime that cracked down on dissent and issued a new constitution designed to weaken the political power of Thaksin and his allies.

Prayuth initially denied any political ambition, but has transformed himself in the past year into a political figure. His official trips around the country increasingly resembled campaigning, and he finally dispensed with all pretext by appearing at Friday's party rally, bringing cheers from thousands of partisans.

Taking to the stage in a classic politician's garb of a white button-down shirt with rolled-up sleeves, he pumped his fist into the air. "I thank you for your support and I will repay more than you have given me. I will give my life and my heart. I will die for my country, the country that allows me to have been born, to live and work," he said.

"I will protect this country for our future generations. Who will join me?" The military said when it took power that it was ending the political unrest that had periodically turned violent and disrupted daily life and development. The claim has been a major selling point for Prayuth.

More than 100 killed after attack on central Malian village

Militia fighters descended on a village in central Mali before dawn Saturday, killing at least 100 people in the latest deadly attack blamed on an ethnic militia, local authorities said.

The massacre in the village of Ogossogou left the village chief and his grandchildren dead in the ethnic Peulh community, according to a local official who had received detailed accounts from the remote area.

The victims "included pregnant women, young children and the elderly," according to Abdoul Aziz Diallo, president of a Peulh group known as Tabital Pulaaku.

It was not immediately possible to independently corroborate the toll given by those in contact with survivors from the Peulh village. The UN mission in Mali confirmed reports of an attack but gave no figures.

Militants from a Dogon group known as Dan Na Ambassagou have been blamed for scores of attacks over the past year, according to Human Rights Watch.

The umbrella group comprises a number of self-defence groups from the Dogon villages among others. The growing prominence of Islamic extremists in central Mali since 2015 has unravelled relations between the Dogon and Peulh communities.

Members of the Dogon group accuse the Peulhs of supporting these jihadists linked to terror groups in the country's north and beyond.

Peulhs have in turn accused the Dogon of supporting the Malian army in its effort to stamp out extremism.

In December, Human Rights Watch had warned that "militia killings of civilians in central and northern Mali are spiraling out of control."

The group said that Dan Na Ambassagou and its leader had been linked to many of the atrocities and called for Malian authorities to prosecute the perpetrators.

Mali's Dogon country with its dramatic cliff landscapes and world renowned traditional art once drew tourists from Europe and beyond who hiked through the region's villages with local guides.

The region, though, has been destabilized in recent years along with much of central Mali.

"Surgical Strikes" on Terror Funding

GOI has started seizing properties belonging to terror financiers in a big way. 13 persons and their properties have so far been identified by National Investigation Agency in this connection and further action is continuing.

Enforcement Directorate (ED) has already zeroed in on proceeds of such crime and has begun action to freeze and seize such assets.

Ongoing investigation in the first phase have determined and quantified assets valued at over Rs 7 Crs as proceeds of terror funding crimes.

Individuals identified during these investigations have been found to be providing money to all major terrorist groups like LeT and Hizbul Mujahideen as also Hurriyat leaders, separatists and stone-pelters in J&K.

Funds have been provided to the leadership of valley based terrorist groups for providing the means for misguiding, motivating and recruiting local youth to terrorist ranks including from Madrasas and Mosques financed from such funds.

In addition, operational activities of terror groups are also being financed including attacks on Security forces personnel, camps and convoys.

Money obtained through these channels is also being used by major secessionist formations, particularly All Party Hurriyat Conference (APHC).

These funds are used for maintaining top APHC leadership and also the massive propaganda machinery being used to arouse disaffection among the people of J&K against the Government of India.

It is also being utilized to sustain the spreading of false information through media contacts, newspapers and social media.

These are in turn used to instigate and lure misguided youth to resort to anti-India activities, violent street protests, demonstrations and stone pelting on security forces at encounter sites for fomenting further violence.

Extensive use of such funds is also being made to finance institutions focused on subverting the local population including through selected Mosques, Madrasas and organization like recently banned Jamat-e-Islami (J&K).

These then form a fertile pool of vulnerable young minds, which can be poisoned and exploited as gun fodder for violent activities aimed at destabilization the State.

In the first strike, action has been initiated to attach a plush bungalow of Zahoor Ahmad Shah Watali in Gurugram, near Delhi. Watali is presently lodged in Tihar Jail.

Watali is a major conduit for funneling terror finances in India. Incriminating documents seized by ED clearly indicate that he has been receiving money from Hafiz Saeed, Syed Salahuddin, ISI and the Pakistan High Commission at New Delhi directly.

He is known to have important sources of Hawala financing operating out of Dubai also.

Apart from Watali, another 10 top leaders have also been brought into the dragnet of terror funding and multi-agency surgical strikes on terror funding have been launched against them in a concerted manner for the first time.

Cyclone Idai: Indian Navy joins disaster relief operations in Mozambique

Officers from the rescue team were seen helping people stranded in the floodwaters to higher ground. They were also seen delivering food, water, medical aid and other essential supplies to relief camps by helicopter.

Cyclone Idai battered Beira, a port city of 500,000 people, with strong winds and torrential rains last week, causing the Buzi and Pungwe rivers to burst their banks.

Roads into Beira were cut off by the storm and wide swathes of the Indian Ocean port city also lost power.

The cyclone has killed 242 people in Mozambique and 259 in Zimbabwe, and numbers are expected to rise.

Martyr's Day: Nation salutes Bhagat Singh, Sukhdev and Rajguru

The nation is observing Shaheed Diwas or Martyr's Day today. Each year, March 23 , homage is paid to the great revolutionary fighters Bhagat Singh, Rajguru and Sukhdev who sacrificed their lives for the country.

Prime Minister Narendra Modi remembers the freedom fighters on shaheedi diwas. In a tweet, PM said Sacrifice given by the brave sons of Mother India will keep inspiring us. Jai Hind." PM also shared a video in remembering their martyrdom.

It was on March 23, 1931, three young freedom fighters were hanged to death in the Lahore Central Jail. 88 years later, the country is remembering the martyrs Bhagat Singh, Rajguru and Sukhdev.

In a blog, PM Narendra Modi wrote: Today is a day to honour revolutionaries.

We pay tributes to great sons of Mother India - Bhagat Singh, Sukhdev and Rajguru for their ultimate sacrifice.

We bow to a prolific thinker, exceptional intellectual, revolutionary and devout patriot, Dr. Ram Manohar Lohia on his Jayanti.

Dr. Lohia combined a sharp mind and a penchant for mass politics.

When top leaders were arrested during the Quit India movement, a young Dr. Lohia remained unfazed, went underground and even started an underground radio station to further the movement.

In the history of Goa’s liberation, the name of Dr. Lohia is etched in golden letters.

Wherever the marginalised needed a voice, Dr. Lohia was there.

Dr. Lohia’s thoughts inspire us. He wrote about modernising agriculture and empowering farmers, which the NDA Government is effectively doing through efforts such as PM Kisan Samman Nidhi, Krishi Sinchai Yojana, e-Nam, Soil Health Cards and more.

Nothing pained Dr. Lohia more than the caste hierarchy and inequality between women and men. Our Mantra of ‘Sabka Saath, Sabka Vikas’ as well as our track record in the last five years show that we have made a long-lasting contribution in fulfilling the vision of Dr. Lohia. He would surely have been very proud of the NDA Government’s work.

Whenever Dr. Lohia spoke, inside or outside Parliament, the Congress trembled with fear.

Dr. Lohia knew how disastrous Congress was. In 1962 he said, “During the Congress regime neither agriculture and industry nor the army has improved.”

These words can accurately describe even subsequent Congress regimes, where farmers were harassed, industry was discouraged (except if they belonged to friends and relatives of Congress leaders) and national security was ignored.

Anti-Congressism was Dr. Lohia’s heart and soul. His efforts ensured a shock to the then all-powerful Congress in 1967 elections. That time, Atal Ji remarked- “Due to Dr. Lohia’s efforts, one could travel on board the Howrah-Amritsar Mail without having to pass a single Congress state!”

Unfortunately, today Dr. Lohia would be horrified at the political developments taking place.

Those parties that claim inspiration from Dr. Lohia have completely abandoned his principles. They are leaving no opportunity to insult him.

The veteran socialist leader from Odisha, Shri Surendranath Dwivedy remarked, “He (Dr. Lohia) was imprisoned many times more during Congress regime than under the British rule.”

Yet, today those parties that falsely claim to be Dr. Lohia’s followers are desperate to form an opportunistic Maha Milawat or adulteration alliances with the same Congress. It is both ironical and reprehensible.

Dr. Lohia always believed that dynastic politics was inimical to democracy. He would have been flabbergasted to see his ‘followers’ think about their own families first instead of the nation.

Dr. Lohia stated that one who works with ‘Samta’, ‘Samanata’ and ‘Samatva Bhaav’ is a Yogi. Sadly, the parties that claim to be his followers forgot this principle. They believe in ‘Satta’, ‘Swarth’ and ‘Shoshan.’ These parties are experts at grabbing power, looting as much as possible and exploiting others. Poor people, Tribals, Dalits, OBCs and women are not safe in their rule because these parties give a free run to criminals and anti-social elements.

In his works, Dr. Lohia called for complete equality between men and women. But, neck deep in vote bank politics, it was parties that dishonestly claim to be Dr. Lohia’s followers that opposed the NDA Government’s move to abolish the inhuman practice of Triple Talaq.

Is the commitment to vote bank politics bigger than the commitment to Dr. Lohia’s thoughts?

Today, a moot question facing 130 crore Indians is:

How can those who betrayed Dr. Lohia be expected to serve the nation?

Today they are betraying the principles of Dr. Lohia, tomorrow they will also betray the people of India.

US President Trump cancels new North Korea sanctions

In a tweet on Friday, Trump referred to "additional large-scale sanctions" by the US Treasury that had been added to already existing restrictions.

However on Thursday, the US Treasury blacklisted two China-based shipping companies for reportedly violating sanctions against North Korea.

US National Security Adviser John Bolton described the treasury sanctions at the time as "important".

In a tweet, he wrote that "the maritime industry must do more to stop North Korea's illicit shipping practices".

The US Treasury said it had acted because the companies had helped North Korea to evade international and US sanctions by engaging in ship-to-ship transfers with North Korean tankers or exporting North Korean coal.

Just hours after the announcement, North Korea withdrew from the inter-Korean liaison office. It is not known if the two events are connected.

The liaison office, located in the North Korean border city of Kaesong, had allowed officials from North and South Korea to communicate on a regular basis for the first time since the Korean War.

The North Korean pullout followed a failed summit between President Trump and North Korea's leader Kim Jong-un in Hanoi, Vietnam, last month.

In a tweet on Friday, Trump wrote: "It was announced today by the US Treasury that additional large-scale Sanctions would be added to those already existing Sanctions on North Korea.

"I have today ordered the withdrawal of those additional Sanctions!"

White House Press Secretary Sarah Sanders did not elaborate on which sanctions were being referred to by the president.

However, she added: "President Trump likes Chairman Kim [Jong-un] and he doesn't think these sanctions will be necessary."

North Korea has been the subject of a series of US and international sanctions over Pyongyang's development of nuclear weapons and missile tests.

Rare albino penguin makes debut at Polish zoo

The all-white African black-foot penguin was born on December 14, but zoo staff decided to keep its arrival secret as they were unsure the vulnerable newborn would survive.

Zoo staff are waiting until they are able to determine its sex to name the youngster. "As far as we know, there is no other such specimen alive (in captivity) in the world," Michal Targowski, director of the Gdansk Zoo, told a news channel.

"The baby is active, in good health, eats well and, what's very important, its parents are taking very good care of it," Targowski said.

To ensure its safety, the youngster is being kept with a small group of six adults, including its parents, part of a group of 70 penguins living at the Gdansk Zoo. "We're really doting on him so that nothing bad happens to him," Targowski, explaining that other penguins in the troop could take exception to the baby's unique look and harm it.

African black-footed penguins, also known as jackass penguins due to their braying noise, have been rated as endangered since 2010 after suffering from commercial fishing, shortage of prey and pollution.
